Captain Daniel Gallagher has been with the West Jordan Police Department since 1989. He came to the department after serving in the United States Navy for 12 years. He spent the first four years in the Patrol Division. While in the Patrol Division, he received his Firefighter I certificate, served as a Field Training Officer and an arrest control instructor. He was transferred to the Detective Division in 1993 and served as the Juvenile and Adult Sex Crime Investigator. In 1996, he was promoted to the rank of corporal and supervised the Traffic, K-9, Motorcycle Squad and Field Training Program. In 1996, he was promoted to sergeant and was assigned as the Homicide Investigator and supervisor over sex crimes, domestic assaults, assaults, robberies, narcotics, gangs and victim assistance. In 1997, he graduated from the Crime Scene Academy. While in Investigations, Lieutenant Gallagher supervised the West Jordan Drug Task Force, earned the rank of Master Sergeant and acted as the Interim Detective Division Commander. He served on the SWAT Team for 11 years and became a team leader. In April of 2001, he was promoted to the rank of lieutenant and assigned to the Patrol Division. He was later transferred back to the Investigations Division where he was assigned as the interim Division Commander and worked Internal Affairs. Captain Gallagher was promoted to the rank of Captain in 2006 and is currently the Line Services Commander. Gallagher has earned a bachelor's degree in criminal justice administration from Columbia College. He is a graduate of the FBI Command College and the 238th session of the FBI National Academy in Quantico, Virginia. Lieutenant Bob Shober has been with the West Jordan Police Department since 1980. He was assigned to the Metro Narcotics Strike Force in 1983 and worked undercover for two years. In 1985, he was promoted to Sergeant and remained in the strike force as a supervisor for another year. In 1986, he was assigned to investigate sex crimes. In 1988, he was reassigned to investigate narcotics crimes, specific to the City of West Jordan. In 1990, Lieutenant Shober was assigned to homicide investigations where he was the lead investigator on several high-profile homicides. In 1997, he was promoted to Lieutenant and assigned to the Patrol Division. In June of 2000, Lieutenant Shober was assigned as the Detective Division Commander, which included Internal Affairs and SWAT Commander. In May of 2004, Lieutenant Shober was assigned to the Patrol Division as a field commander as well as the SWAT team commander. Lieutenant Shober was the City of West Jordan's "Employee of the Year" in 1989 and "Police Officer of the Year" for the International Footprinters Association in 1996. He is a graduate of the FBI Command College and the FBI National Academy Session #227. Lieutenant Shober is currently assigned to the Patrol Division. Lieutenant Julie Stringer has been an officer with the West Jordan Police Department since 1979. She is currently the Lieutenant assigned to the Patrol Division where she is responsible for a patrol shift and the traffic Unit. Lieutenant Stringer serves as a volunteer on the Executive Board of the Utah Peace Officers' Association, the Executive Board for the Utah State Critical Incident Stress Management Team, and on the Disaster Mortuary Operations Recovery Team for the Federal Government. Lieutenant Stringer earned an associate degree in Fine Arts from Brigham Young University. Lieutenant Dean Waters has spent his entire career with the West Jordan Police Department. He graduated from the Utah Police Academy in 1982 and worked in the Patrol Division for the next 14 years. While in Patrol, he became a Field Training Officer, was promoted to the rank of Corporal, and became a state certified Firefighter. In 1990, he was promoted to the rank of sergeant, serving as a patrol shift and community policing supervisor. During his stay in Patrol, Lieutenant Waters taught “Crime Scene Search” at the Utah Police Academy for six years. In 1997, he was transferred to the Detective Division, where he investigated domestic violence cases and supervised victim assistance and fraud personnel. In the same year, Lieutenant Waters transferred to the administrative division where he worked as the Administrative Sergeant to the Chief. In this position, he earned the rank of Master Sergeant. In 2004, he was promoted to the rank of Lieutenant and assigned to the Patrol Division. Lieutenant Waters has previously served on the board of the Children’s Justice Center Friends Committee and served on the Adolescent Residential Treatment and Education Center Community Committee. He currently serves as a volunteer on the Board of the Utah Peace Officers' Association. Lieutenant Waters earned a bachelor's degree in Criminal Justice Administration. He is currently assigned to Support Services, supervising Court and Building Security, Warrants Officers, Animal Control, Records, and Police Officer Training. Lieutenant Kyle Shepherd comes from a family of law enforcement. He has worked for the City of West Jordan since November 1984. Lieutenant Shepherd has been a Training Officer, Traffic/Motorcycle Officer, Public Safety Officer, Field-Training Officer and has served as a member of the SWAT Team for over 13 years. He was promoted to the rank of Corporal where he supervised Patrol and later the Training Division. As a Sergeant, he served in Patrol, Training, Investigations and as a SWAT Team Leader. During the 2002 Olympics, he trained and supervised the West Jordan Mobile Field Force Unit. He became a Master Sergeant before being promoted to Lieutenant in June of 2004. Lieutenant Shepherd has earned a bachelor’s degrees in criminal justice administration from Columbia College. Lieutenant Shepherd is a Police Academy Instructor. He has also instructed a number of agencies across the country in employee intervention systems. Lieutenant Shepherd is a region “A” representative for the Utah Peace Officers’ Association. Lieutenant Richard Davis began his career at the West Jordan Police Department in 1991 and has served in many sensitive positions during these years. He is a graduate of Murray High School where he excelled in both academics and sports. Lieutenant Davis later attended Western Montana College at Dillon where he was a member of the football team. He graduated from Salt Lake Community College where he earned an associate degree, and Columbia College where he earned a bachelor's degree in criminal justice administration. Lieutenant Davis is a graduate of the FBI Command College and has successful completed polygraph training at the Department of Defense Polygraph Institute in Texas. Lieutenant Davis has experience in all major operational areas of the Police Department, but has spent the majority of his career in the Investigations Division as both a person's crimes investigator and as a supervisor. He has gained a wealth of knowledge and experience that regularly benefits the community. He is also a former member of the SWAT team.
