Preference for Resident Suppliers or Contractors Ordinance 16-08 Approved 1/27/2016
The city shall grant a 5% preference to resident suppliers or contractors for purchases under $20,000.00. If the resident supplier is within 5% of the lowest quoted non-resident supplier, the resident supplier will have the opportunity to match the lower quoted amount in writing within 72 hours, provided they possess a current city business license and are otherwise qualified and meet all applicable specifications. ADVERTISEMENT OF BID
The City of West Jordan, Utah (the “City”), hereby offers for sale to the highest bidder its surplus vacant real property located just west of the South Valley Airport at 4652 West 7800 South, West Jordan City, Salt Lake County, State of Utah, located in Section 30, Township 2 South, Range 1 West of the Salt Lake Base and Meridian, more particularly described as follows, to wit (the “Property”):

Beginning at a point which is 590.45 feet East and 753.00 feet North from the Southwest corner of Section 30, Township 2 South, Range 1 West, Salt Lake Base and Meridian, said point also being located at the intersection of the Northerly line of Wheatland Estates Subdivision Phase 2 and the Easterly line of Wheatland Estates Subdivision Phase 3; thence North 0°07’31 West 1853.18 along the Easterly line of said Wheatland Estates Phase 3 and along the Easterly line of that certain tract of land conveyed to the Corporation of the Presiding Bishop of the Church of Jesus Christ of Latter-Day Saints by Warranty Deed dated July 30, 1997, and filed in the office of the Salt Lake County Recorder under Entry Number 6703523; thence South 89°57’23” East 628.98 feet to the Westerly right-of-way line of the D&RGW Railroad; thence South 05°40’58” West 1531.04 feet along said Westerly right-of-way line to a point of tangency with a 2,914.93 foot radius curve to the left; thence Southerly along said right-of-way line and along the arc of said curve 329.67 feet, through a central angle of 06°28’48”, to the Northeasterly corner of that certain tract of land conveyed to the Corporation of the Presiding Bishop of the Church of Jesus Christ of Latter-Day Saints by Warranty Deed dated June 25, 1997, and filed in the office of the Salt Lake County Recorder under Entry Number 6703512; thence South 89°59’59” West 459.27 feet along the Northerly line of said Church property and along the Northerly line of said Wheatland Estates Subdivision Phase 2 to the point of beginning.

The foregoing tract of land contains 22.80 acres, more or less, and is found under Salt Lake County Parcel Number: part of 21-30-300-029.

The City is selling the Property – “where is” and “as is,” with no representations, warranties or guarantees of any kind, including but not limited to the suitability for the successful bidder’s intended use.

Title to the Property shall be transferred to the successful bidder by Quit Claim Deed, free and clear of all liens, but shall be subject to the following: 1) All zoning regulations, restrictions, rules and ordinances, land use laws, building restrictions, and other laws and regulations now in effect or hereafter adopted by any governmental authority having jurisdiction; 2) Any state of facts that an accurate and complete ALTA/ASCM survey (with all Table A items) and physical inspection of the property might disclose; 3) Any and all recorded reservations, easements, rights-of-ways, declarations, covenants, conditions, restrictions, encroachments and encumbrances, and all other matters of record or enforceable at law or in equity.

No water rights are included in the sale or transfer of the Property.

The City has no intention of using any title or escrow service company during the course of this transaction. If the winning bidder desires such services, all costs and fees associated with said services shall be at the winning bidder’s sole cost and expense. In no event shall the City pay for title or escrow services, or other professional services, nor shall the City pay for any costs or fees associated with this transaction.

The City has not used any third party agents, brokers or finders during the course of this transaction; therefore, no commissions will be paid by the City. If the winning bidder uses any attorneys, third party agents, brokers or finders, then all costs and fees associated with said services shall be at the winning bidder’s sole cost and expense.

Sealed bids will be received by the City of West Jordan, City Clerk/Recorder’s Office, City Hall Third Floor, 8000 South Redwood Road, West Jordan, Utah 84088, until 2:00 P.M. on Tuesday, September 20, 2016, at which time the sealed bids shall be publicly opened and read aloud.

Any bids, modifications, or corrections received after 2:00 P.M. on Tuesday, September 20, 2016, will be considered late and will not be opened. Any bids submitted by facsimile or email will not be considered.

The Property is currently zoned R-1-8-E. The bidder may submit a bid on the Property under either or both of the following two plans:

1) City-Approved Plan. There is no minimum bid. The development shall include a sixty foot (60’) wide and eight foot (8’) high berm along the entire eastern property line. The berm shall be landscaped open space and include a trail on the top of the berm.
2) Alternative Plan. This plan has not yet been approved by the City, but it will be considered. There is a minimum bid of Five Million Five Hundred Thousand Dollars ($5,500,000). The development shall include an eight foot (8’) solid wall along the entire eastern property line, in lieu of the berm required in the City-Approved Plan. Again, the solid wall has not yet been approved, but it will be considered. The bid shall include a trail along the eastern boundary.

The trail included in each submitted bid shall be designed as a future multi-use trail as required by the City Code and the West Jordan City Trails Map. Costs of the trail and berm (or solid wall) shall be borne by the developer as part of the proposed development. The City, in its review of the bids and in addition to any other considerations, will take into consideration the health and safety ramifications of each plan, and will award the bid accordingly. If two or more of the highest bids are equal, then the winning bid shall be the earliest of the highest bids received. However, the City reserves the right to reject any or all bids.

The winning bidder shall provide a non-refundable payment of $100,000 to the City by cash or check within ten (10) calendar days from the effective date of a fully-executed real estate contract. The balance of the bid price shall be paid within ninety (90) calendar days from the effective date of a fully-executed real estate contract. If payment is provided by check, the City shall hold the Quit Claim Deed in the West Jordan City Attorney’s office until the check clears. Upon the City’s delivery of the Quit Claim Deed, the winning bidder shall take possession of the Property.

The winning bid is subject to review and approval by the West Jordan City Council.

REQUEST FOR PROPOSALS
The City of West Jordan, Utah is seeking proposals for Fire/Burglar/Panic Alarm Equipment and Monitoring Services to be provided, installed, and performed at various buildings owned by the City of West Jordan.

A pre-proposal meeting is scheduled for September 29, 2016 at 1:00 p.m. in the Community Room at West Jordan City Hall, 8000 S Redwood Road.

Sealed proposals will be received by the City of West Jordan, City Clerk/Recorder’s Office, 8000 South Redwood Road, West Jordan, Utah 84088 until Friday, October 21, 2016 at 2:00 p.m., at which time the names of those firms that submitted proposals shall be publicly read aloud.
